CREATION AND PRINCIPLES OF THE INTERNATIONAL CIVIL SERVICE BEFORE 1945

The paper deals with the creation of the first universal international organisations with general competencies and with the born of main principles of international civil service inside the League of Nations. Formarly existed only the international administrative unions and bureaus  (ITU,  UPU,
IHO  etc.)  with  personal  delegated  by  govrnments of member states or  recruited from a  host coutries. The  League of Nations was born in 1919/1920 paralelly with the International Labour Office. Sir James Eric Drummond  as a first secretary-general played the crucial role in the process of forming of international civil service. The principle of the geographical distribution of the posts between many participant states was not dominant in this time, but the other principles of international civil service existed also in the interwar period. Namely the principle of dual loyalty, impartiality and indepence were very important. The paper deals with the emancipation of the first women inside the Secretariat of League of Nations.
