Lenka Farkačová

Veřejná správa a sociální politika 2023, 3(1):17-27 | DOI: 10.25142/vssp.2023.002

Inflation well above the inflation target, together with slow real wage growth, was significantly contributing to a decline in the real wealth of Czech households. However, the situation is not only affecting the Czech Republic, but also other EU countries. Therefore, individual countries are taking measures to mitigate the impact of the above while at the same time fulfilling the role of the welfare state. One of the possible instruments is a one-off benefit to households, which would, however, have other consequences. The aim of this paper is to identify the possible consequences of the payment of one-off social benefits to households in the Czech...

Lenka Lachytová

The impact of the pandemic on citizens in local self government in the context of the provision of social services in the Slovak Republic is significant, as is visible in all areas of life. This article is a partial output of the project VEGA 1/0595/21 – Public administration interventions at the time of COVID-19 and their impact...

Dominika Petrášová

Veřejná správa a sociální politika 2023, 3(1):49-60 | DOI: 10.25142/vssp.2022.011

The exercise of self-government at the municipal level is a manifestation of democracy and enables the participation of the inhabitants of a given territory in the administration of public affairs that affect them. The effectiveness of the tasks of self-government can be ensured in the territory of larger cities with a greater number of inhabitants and a greater differentiation of the needs of the population also by creating a self- government. Urban parts as territorial units of cities can be helpful in the development of a city and in the fulfillment of fundamental issues related to its  population. The purpose of the paper is to point out and analyze...

DEVELOPMENT OF THE NUMBER OF BENEFICIARIES OF CARE ALLOWANCE IN THE YEARS 2007–2021

Ladislav Průša

Veřejná správa a sociální politika 2023, 3(1):61-69 | DOI: 10.25142/vssp.2023.003

In 2006, a new law on social services was adopted, which also significantly changed the system of their financing. A new social benefit was conceived – a care allowance, which is provided to persons who, due to a long-term adverse health condition, need the help of another natural person in taking care of themselves and ensuring their own self-sufficiency. The aim of this contribution is to characterize the changes in the structure of the development of the number of beneficiaries of this social benefit in the years 2007–2021, to compare this development with the projection data of care allowance beneficiaries and to outline the possibilities...

SHOULD WE ALLOW A PROFIT ON SOCIAL SERVICES PROVISION?

Jiří Horecký

Veřejná správa a sociální politika 2023, 3(1):79-81

Every now and then, a discussion is brought up if private for-profit organizations providing social services should be allowed to make a profit from their services. In 2022 European  Commissioner  Schmit  questioned  private  companies  making  profit on public services. “I think we are now in a process where finally the real idea of neoliberal capitalism has lost some attractiveness,” Schmit told EURACTIV, referring  to the neoliberal economist Milton Friedman. In a 1970 essay, Friedman famously claimed that “the social responsibility of business is to increase its profits.”
