The aim of the paper is to help with effective future planning of the development of social services in the Opava region. This goal is achieved by calculating a demographic forecast of the future composition of the population. Thanks to this forecast, it is possible to estimate the number of people until 2050 and, based on this calculated number of people, also to estimate the number of care allowance recipients. The present study analyzes the legislative reasons why research on minorities is a problematic area for the needs of public administration, and why public administrative and academic / scientific (as well as lay) views of minorities do not meet. The prevailing legal and political environment is the reason for the invisibility of certain minority groups (in the scientific sense) and their hidden existence (from the point of view of public administration). Information tools are listed as one of the basic type of tools of public policy together with legal and economic tools. However, in contrast to the legal and partly also economic tools, only a relatively small amount of attention is paid to information tools and various individual tools are included more or less randomly.
