The aim of the paper is to help with effective future planning of the development of social services in the Opava region. This goal is achieved by calculating a demographic forecast of the future composition of the population. The present study analyzes the legislative reasons why research on minorities is a problematic area for the needs of public administration, and why public administrative and academic / scientific (as well as lay) views of minorities do not meet. The prevailing legal and political environment is the reason for the invisibility of certain minority groups (in the scientific sense) and their hidden existence (from the point of view of public administration).
